Basically - this is the temperature range in the street and in the room. This is due to the fact that the outdoor unit may freeze from a higher recommended temperature and at the same time simply break down from trying to start the compressor.

For example, non-inverter air conditioners can provide heating at -7°C, which will be sufficient for an additional source of heating during the transition period between summer and winter.
